Perfectionist
Perfectionist is a Special Personality that has a bright purpleish-blue circle behind the dragon that fades out near the edges, with a swirl underneath the dragon that changes in color from light blue, to teal, to pink, to purple. It has pulsating, constantly changing constellations appearing within this circle that are primarily light purple or white. It also has lines of a primarily dark purple with cyan tone moving from left to right in front of the dragon.
Requirements
- All stats must be 20 or more (but not equal to each other)
- Dragon must grow within 2 hours after its total minimum growth time from egg to hatchling
Obtainment Method(s)
A dragon's minimum growth time can be checked on its wiki page. Add the minimum growth time it takes for it to evolve from an egg to a hatch, then a hatch to a hatchling, and you'll have your time requirement for Perfectionist. Knowing a dragon's minimum growth time is most certainly not a requirement, and you can work on the personality just fine without knowing; just grow the dragon as quickly as you can.
An easy way to make the dragon grow faster is through the use of the Cuddle special action, which makes the dragon grow much faster, as well as Adoring the dragon when it becomes ready to do so. This shaves off hours off of the time it takes for the dragon to grow, allowing the dragon to grow to hatchling well under the time limit.
Knowing the dragon's base stats beforehand is recommended, but not required. For when the dragon's base stats are known, simply train each stat to ensure they are all 20 or more (but not equal to prevent Dull or Capable). If the base stats are not known, you can use the highest base stat displayed on the dragon's training menu as a threshold and train each stat until it is higher than what the original highest stat was.
The method of not knowing the dragon's base stats will not apply to special cases such as 
Tiamat, who commonly has 0/0/0/0 base stats, or dragons exclusive to Evria, which have 1/1/1/1 base stats. For this reason, it is still safer and strongly recommended to know the base stats beforehand.
Make sure to give the dragon at least one view to avoid Silent, as Silent has a higher priority than Perfectionist and will get in the way of the dragon getting Perfectionist.
