The second Cloud Dragon appears when Hatchling , and even the youngest Cloud Dragon appears when it is an Adult . The first Cloud Dragon, born first, acts as the leader and sends the second and third Cloud Dragon to various places. The second and third ships sent to various places provide rain where rain is needed and snow where snow is needed. When the first, second, and third Cloud Dragon all come together, they cause the most powerful weather changes.
